In the Netherlands, several subsidies and schemes are available to help make your home more energy-efficient. These include national, regional, and municipal programs that can significantly reduce the cost of insulation and other sustainability measures. Below is a clear overview of the main options and benefits.

ISDE subsidy

The Investment Subsidy for Sustainable Energy and Energy Saving (ISDE) is a national scheme that supports both homeowners and businesses in investing in energy-saving measures. You can apply for insulation measures such as cavity wall, roof, floor, and ground insulation.

In short:

  • You receive a fixed subsidy amount per m², per measure
  • Combine 2 or more measures → subsidy amount is doubled
  • Work must be carried out by a certified installer
  • Apply within 2 years after installation

  • Ventilation (combined with insulation) eligible (€400 one-time)
  • Easier rules for window/frame insulation

Extra subsidy for bio-based materials

What are the conditions?

The ISDE subsidy comes with several requirements, depending on whether you apply as a private homeowner or a business. These include criteria related to the type of property, the measures carried out, and the application process. Applying for the ISDE subsidy

If you meet all the requirements, you can apply via the Dutch government website. Along with your application, you’ll need to submit the following documents (as a photo, scan, or screenshot):

  • Proof of purchase
  • Proof of payment
  • Proof of installation by a certified installer

Municipal subsidy via the National Insulation Programme (NIP)

In addition to the national ISDE subsidy, you may also be eligible for a municipal subsidy. This funding comes from the Dutch government through the National Insulation Programme (NIP) and is distributed to municipalities via the Local Insulation Approach grant (SpUk LAI). Each municipality decides how to allocate this budget—such as through vouchers, direct subsidies, or reimbursements after installation.

The goal of the NIP is to improve 750,000 poorly insulated owner-occupied homes by 2030. Municipalities mainly focus on homes with a low energy label (D to G) and homeowners who may struggle to finance sustainability measures themselves.

In short:

  • Targeted at owner-occupied homes with an energy label D, E, F, or G, or at least two poorly insulated building elements
  • The subsidy varies by municipality, both in amount and application process
  • In many cases, the municipal subsidy combined with ISDE covers a large part—or even all—of the costs
  • Budgets are limited, so it’s first come, first served
  • The scheme is managed by your municipality, not directly by the national government

Reduced VAT rate for insulation (from 21% to 9%)

In 2026, you can benefit from a reduced VAT rate of 9% on insulation work for your roof, floors, basement, or walls—provided your home is older than two years. This reduced rate applies only to labour costs, not to materials or additional work such as demolition. To qualify, the work must be carried out by a certified professional. Energy Saver Loan (Energiebespaarlening)

With the Energy Saver Loan, you can finance energy-saving measures such as insulation, solar panels, and heat pumps at favourable conditions. This loan can be combined with available subsidies and is offered to homeowners and homeowners’ associations (VvEs) through the National Heat Fund.

Hoe it works:

The interest rate of the Energy Saver Loan remains fixed for the entire term. You can choose repayment periods of 7, 10, or 15 years—or 20 years for loans starting from €15,000.

For most homeowners, the interest is tax-deductible. The loan is annuity-based, meaning you repay both interest and part of the principal each month, ensuring the full amount is repaid by the end of the term.

Interest-free loan

Homeowners with a combined income of up to €60,000 may qualify for an interest-free Energy Saver Loan. In this case, you only repay the loan amount each month—no interest.

The National Heat Fund determines whether you are eligible for this 0% loan. For those who cannot obtain a standard loan due to a lower income or existing debts, a special financing option is available.
